CODE ENFORCEMENT OFFICER

DEFINITION:

The employee in this class is full-time, and enforces codes, ordinances and related regulatory requirements for the general public and business entities within the City. Investigates complaints and provide recommendations to resolve and code violations. Performs duties with considerable independence within established codes, regulations, ordinances, and technical guidelines, and is reviewed by the General Superintendent.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license

 

ESSENTIAL DUTIES:

  1. Investigate complaints of violations of local and state nuisance abatement laws, ordinances, or codes; conduct follow-up investigations to ensure compliance with codes or ordinances.
  2. Enforce unsecured building regulations and ensure the building is secured and monitor the condition of the building.
  3. Enforce Dilapidated Building Commission (DBC) regulations and, as needed, participate in DBC meetings.
  4. Assist in the Community Development Block Grant (CDBG) program concerning dilapidated buildings.
  5. Interpret and explain the Mangum City Code and Code Enforcement ordinances, codes, and regulations to property owners and the public.
  6. Prepare notices of code violations and invoices for the City’s cost to remove nuisances. 
  7. Prepare and maintain necessary records and reports of code enforcement investigations and violations.
  8. Operate and maintain assigned vehicle.
  9. Perform other tasks as necessary as assigned by the General Superintendent, City Manager, or City Clerk.  

     

 SKILLS AND ABILITIES:

  1. Must be highly detail oriented, responsible for creating and maintaining legal documents and files that can hold up in a court of law.
  2. Knowledge of and/or the ability to learn occupational hazards and safety precautions.
  3. Ability to use equipment and tools properly and safely.
  4. Ability to understand and follow oral instructions.
  5. Ability to tolerate weather extremes.
  6. Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.

QUALIFICATIONS:

  1. This position is subject to the City of Mangum’s Substance Abuse Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, scheduled periodic testing, and including all other policies set forth in the City of Mangum Personnel policies and Procedures Manual.

  2. This position is classified as Safety Sensitive due to its uniformed nature and requirement to operate public safety vehicles on a daily basis.
  3. Must have a High School Diploma or GED prior to hiring.
  4. Possess and maintain good mechanical skills.
  5. Must maintain a valid, current Oklahoma driver’s license.
