The City of Mangum, Oklahoma, is seeking a City Manager. Mangum is a small community where approximately 2,700 people call home. Many of Mangum’s citizens are multi-generational, with many families having long roots to this area. The town, like its people, is resilient, lasting 141 years and serving as a county seat for historic Greer County, Oklahoma. History’s memory is long here. Unfortunately, that long history remembers a more vibrant town. Mangum wants someone that can bridge its past to a new flourishing future. Mangum wants someone that can not only articulate a long term plan but has the desire and common sense to know the steps and the kind of people necessary to achieve that future. In addition, the right person will understand that the work culture must be retooled so the employees are inspired to build a new future together. To this end, the city manager will have to be a strong leader and have the courage and knowledge to inspire and manage a broad range of people to achieve collective goals.
We are a strong, tight-knit community, where neighbors are known, and friends are abundant. We are a Charter community, where the city manager is responsible for the day-to-day operations while the four commissioners and mayor focuses on adopting the policies, appropriating the funds, and brainstorming the ideas necessary to achieve a brighter tomorrow. The City Manager should understand basic municipal finances, interpersonal relationships, public discourse, community service, and active listening. The City Manager will be expected to hire, fire, remove, demote, and promote administrative and department personnel; prepare a budget annually and ensure compliance with municipal finance requirements; direct the overall functions of the city to meet self-imposed goals; navigate employee attitudes to ensure all employees work to achieve a shared vision; collaborate with others; handle customer and citizen complaints in a respectful manner; coordinate resources to ensure each employee has the tools necessary to effectively do his or her job; provide timely reports to the elected officials and citizenry as a whole; understand the added complications imposed by the Open Meetings Act, the Municipal Budget Act, and other similar statutes, regulations, or ordinances while conducting city business; leverage local talent, when possible, and capitalize on current opportunities; articulate a clear vision for Mangum and steps to achieve that vision; attend and participate in all publicly held meetings; meet with all division leaders on a regular basis; and find solutions to obstacles instead of allowing obstacles to stop potential progress.
The City Manager will have a small, modest budget he or she can rely on. This budget is too small on its own to bring transformative change. So, the City Manager must be willing and able to write grants and take the steps necessary to receive grant revenue. In addition, the City Manager must work long hours, sometimes at odd times, and be present to meet the needs of Mangum’s citizens. The City Manager must also be willing to live in Mangum. Mangum has a great past. We want to have a better future. This task is not easy. So, above all, we need a person that is willing to take risks and accept a challenge.
In addition to the above description, those up to this unique challenge must also:
(1) Have a constellation mindset;
(2) Have a collaborative management style;
(3) Experience managing large groups of people;
(4) Experience in grant writing;
Other desirable, but not required, qualifications include:
(1) Basic working knowledge of computers and word-processing
(2) Experience in municipal management or government;
(3) A bachelor’s degree in Public Administration, Business Administration, Finances, or similar area
